Pavilion at Lake Hearn

I don't believe it's a pavilion and I doubt there is a lake over there, but if I'm right why does the signage claim it?

Photographed this Tuesday night while driving home from the hospital. (Congratulate me, I now have a granddaughter to go along with my 3 grandsons)
